What does this means? (Turkmenistan visa)
 

Hey!

I´m trying to help a friend with her turkmen transit visa. She wrote this:

"I applied for my visa to Turkmenistan at the embassy of Ankara a couple of weeks ago (Swedish passport). I asked to pick it up in Mashhad, Iran, and they told me I should get the visa (if approved) within ten days. A few days ago I received this document from the embassy but I don't quite get what it says. Does it mean that my visa is approved, or is it just a receipt of my application?

If anyone could please help me sort this confusion out I'd be so grateful. I'm soon headed to Iran and I'm getting so nervous about this since I know many get their Turkmen visa rejected... Have tried to contact the embassy wth no success and hence I'm asking here.
