Motorcycle inner tubes and boots in Tajikistan or Uzbekistan

After an eventful time on the Pamir Highway some things did not go to plan! Although that's part of the fun right?!

Long shot I know after already doing some reading, but does anyone know of a shop I can buy some inner tubes and potentially some boots?

Alternative is dhl express, which is costly.
