Foreigner with a USA Manufacturers' Statement of Origin

My understanding is that bike dealers will supply a MSO and Bill of Sale to the purchaser of a new bike. Most don't demand the purchaser registers the bike i.e. tax and tags it, in the State it's purchased. In most States the dealer will supply temp registration for at least 30 days if the purchaser buys insurance.

So, if a foreign national buys a new bike in the States, and rather than titles it (tax and tag), rides around for 30 days, then rides out of the country (Mexico, South America, etc), there's no problem?

Aren't the MSA and Bill of Sale ownerships docs for the purpose of borders?

At the shop where I work we have run into this situation; a rancher buys a motorcycle or 4 wheeler to use on the "ranch" and doesn't plan on doing anything else with the vehical. When it is time to trade it in or sell it he shows up with the MSO but that document is non negotiable....only showing the origin of the vehical. the MSO has to be used to get a state vehical title that show ownership and is then used for the new owner to transfer ownership into his name, register it and buy a license.
If you leave the US with a MSO and a temp plate what will you do when the temp plate expires?

Good point. I'm presuming that it doesn't matter that the temp plate has expired while out of the USA. But, on return to the USA, I'd have to buy another temp plate?

What do the farmers do when it's time to sell or trade the vehicle? Do they register it?
