California vs. Arizona (bike registration)
 
I have read through the forums and am aware that non-US nationals can successfully buy and register a bike in these states.

I have also searched both the respective DMV sites but the following points remain unclear:

1. Is there any significant cost difference between CA and AZ? E.g. tax?
I quote the following from one post circa 2008:
"In California, sales tax is 7.0-7.5%. On a $10,000 bike that (obviously) $700 to $750. In AZ the sales tax is 7.95% and there is also Stadium tax at 3.25% on top."

2. Do these costs apply to private sales also?

3. I have read that in California you need a local address. Is that also true in Arizona?

4. I have also read of a 2 week waiting time for paperwork in California. True? What is the waiting time in Arizona? Is it possible on-the-spot anywhere in either state?

I appreciate any responses that might clear this up.

And yes, I had read the posts relating to the above link. Didn't think they really resolved any of the specific questions here.

Will Arizona complete the paperwork on-the-spot?
