This site allows you to export to garmin format.
Worldwide routable Garmin maps from OpenStreetMap

If you use it for countries with non-latin alphabet languages it "translates" text in maps to latin alphabet. But this is not always accurate. For Japan, it "translate" to Chinese reading. Japanese uses some of the same characters, but the reading is COMPLETELY different from Chinese. So, the text is just a waste of screen space.

I have used the link posted above and had all the maps I requested in Garmin format with no problems. Not quite sure where your problem is?

hi

i've also used the link provided above and got the maps. no problem.

i have just tried to obtain the maps directly from OpenStreetMap using export tab. however, the extensions was not suitable to convert them to garmin format.

anyway the problem was solved.

thanks

That depends on your definition of 'direct'. Creating Garmin maps requires the use of a compiler, you can't just 'export' them. The site linked to above uses a compiler called mkgmap which was specifically written to compile routable Garmin maps from OSM data.
