Touratech pannier rack on 2006 640 Adventure

So i fitted the racks to my bike this morning. But I'm having major issues getting one of the mounting points to tighten up (same thing either side). Its the one at the base of the pillion hand rail. No matter what I try, I cannot get it to tighten. The bolt needs a metal spacer in addition to the washers but I just cannot get it to grip. Everything else is rock solid, and I'm not worried about it all falling apart, but I'd like to get it sorted.
Anyone have any ideas?

Are there not spacers between the standard small rack and the subframe? Check your parts book. Long time since I fitted a Touratech rack, but aren't there plastic spacers between the Touratech rack and the KTM rack?

Sorted now. Took everything apart and put it back together, getting those mountings sorted first!

Does anyone know how the tourtech rack varies to the Happy trails rack?
