forks binding

I've recently bought a 2001 Adventure which I've used for a few weekend rides of about 1200k's, great bike...but there's one thing that bugs me. the front forks seem to bind at the top part of their travel causing the bike to feel rough when traveling on sealed roads, every ripple or small bump in the road gets transfered up to my arms, I've looked down through the fairing at the forks as I ride along & there's definately no movement of the fork slider into the fork leg. The fork works fine when on rough unsealed roads or going over large bumps.
I've had the forks serviced by the KTM dealer recently, he says "that's how they all are".

Is that how all Adventures with USD forks are??

I've adjusted all the damping in the forks but no improvement.
I'm guessing that there is some bush inside the forks which needs replacing
I hope others can shed some light on this for me.
