It appears that you got every kind of politically correct answer to everything but what you asked for. Unless there has been a major climate change since 1962-1964 you can ride in October in Iceland. I lived there (U.S. Navy) for 2 years and I found the Icelandic people to be a wonderful, interesting and gracious folk. I also tried whale blubber but found it like chewing on a sponge, I did however enjoy eating horse meat. Here in the U.S.A. where the horse is worshipped by many, horse slaughter for human consumption has just been outlawed, go figure!

Historical data shows that the average temperatures in Reykjavik are between 3 and 8 degrees Celsius at the beginning of October, and between 1 and 5 degrees at the end of the month, with an average precipitation of 9cm. To put it into perspective, it means that Reykjavik in October is similar to Brussels in December, with a bit more rain and probably more wind. The days are shorter too: at the end of October, you only have 8 hours of daylight between 9am and 5pm.

I guess it's possible to ride but with these temperatures, rain and wind, you'd better come well equipped, and maybe take the full camping gear in case you get stuck on a remote dirt road. Also, I don't know if the roads and rivers are passable. Someone who as actually been there might be able to tell.

In my experience, an entire day in the rain at 5 degrees and with the wind isn't much fun, but don't let that put you down: I know some people like it :-)
