The SPOT devices don't work everywhere in the world. They are capable of picking up the GPS satellite signals from everywhere in the world, but they have to transmit their position (derived from the GPS satellites) to the GlobalStar communications satellites, and the GlobalStar satellites - there are only 3 of them - don't have universal coverage.
I ferry aircraft around the world for a living, and I have noticed that there are some pretty big holes in the SPOT coverage - notably the Bering Strait, and most of the South Pacific.

, you will see where the gaps are. Turkey is not in one of the gap areas, so, it could be that your device itself is not working properly.
