Daytime headlights in France?

Just returned from a short trip to see some friends in France, and i've noticed that under 60% of the bikes passing me have had their headlights on,and those that have, are usually German/Dutch/British.I asked my friends about this as i was under the impression that it was compulsory, and although not sure, they said there had been a review of the new law in June/July.Can anyone shed any light on the situation(pardon the pun!)?

yes, headlight compulsory in france on motorbikes.
otherwise, police may fine you : it happened to me once in paris center : 90 euros (i ve been unlucky i guess).
if you re not french, police may leave you alone : there s nothing much they can do or too much paperwork for them or hospitality (?).
happy trails with headlight on in france.

Headlights is compulsory in greece too.Even inside cities.Just returned from a trip in Spain France and Italy, saw in all countries the bikes with headlights on.I think it's better this way.Other are more careful to us(special the cars). But and the new bikes when you start the engine on ,have the lights to on position and you can not turn it off.
Sorry for my English.
