wobbling handle bars F650 classic

When my '98 F650 is fully loaded with traveling gear (Jesse bags, camping seat bag) and when decelerating there develops a wobble in the handle bars (tank slapper like but very light). It only happens at 40 mph. For example if i decelerate from 60 to 50 mph or from 30 to 20mph no problems but if i cross 40mph mark i get a little wobble. And it dosen't happen when bike is unloaded. I have been adjusting tire pressure and that seems to affect the intensity but I can't completely solve the issue. What is a likely culprit? What else should I adjust?

Basics - rear supension pre load - you have adjusted that for your load?

The steering head bearing preload could cause this.
Other things -
wheel beairngs (front and rear)
swing arm pivot bearings

thanks

rear shock is good, brand new Olins thats fully cranked

Steering head bearing is good
front & rear wheel bearings were just replaced

As for the swing arm, those bearings looked a little warn (but BMW guys said they'd be fine) so i'll replace those the next chance i get which looks to be Quito

Err go back to the last thing you did and check it. That is uysually my problem.

My F650 has been known to do this when the front tyre is both worn and off pressure. Not scary, just a gentle weave over about a 10km/h range.
