Touring Commission

On the date of September 21 st. 2004, has been published in the Official Registry of the Republic of Ecuador, the Executive Decree no. 2082, in which the President of Ecuador, modifies the articles no. 82 and 83 of the Customs National Law.

This means that tourists entering Ecuador with their own vehicles, cars or motorcycles, will be no longer required to present the Carnet du Pasage or a deposit for temporary importation of the vehicle. They will fill up a form in which the vehicle will constitute enough warranty of it leaving the country once the tourist is through with his/her visit in Ecuador.

This will immensely simplify customs procedures for tourists or racers, entering with their vehicles by land, sea or air, fact that constitutes a extraordinary triumph of common sense, of the action of the Touring Commission of the Ecuadorian Motorcycle Federation, of the Ecuadorian and International Motorcycling Community and of the whole country, since this fact demonstrates how citizen action and pressure over the government can change inefficient and unfair laws.

Thanks have to be given to the Ministery of Tourism, the Tourist Bureau and the Foreign Affairs Minsitry, but above all, to the Ecuador Moto Turismo group and the international motorcycling communities of Horizons Unlimited, Rutas y Motos, and to each and every motorcyclist of Ecuador and the whole world that wrote a protest e-mail to the government authorities of Ecuador. We have to thank as well, the Presidency of the Republic of Ecuador, for having the sensibility to solve this situation.

Considering:

That by means of Executive Decree Not. 726, published in the Official Record Not 158 of September 7, 2000, is published the General Regulation of the Organic Law of Customs:

That article 82 and 83 of the General Regulation to the Organic Law of Customs establishes that tourists vehicles must present the Customs passbook or carnet or the presentation of a specific guarantee, without granting facilities in order that the tourists own vehicle, can be constituted in special and preferential collateral guarantee in favor of the Customs Ecuadorian Corporation;

That the article 147 of the General Regulation to the Organic Law of Customs, does not establish that the tourists particular vehicles can be constituted, in special and preferential collateral security;

That is necessary to establish the suitable mechanisms to facilitate the revenue of particular vehicles of tourism, in order to promote tourism and to give fulfillment with the politics of the National Government in this matter; and,

In use of the attributions that the numeral 5 of the article 171 of the Political Constitution of the Republic of Ecuador,

The President of Ecuador delivers the following judgment:

REFORM TO THE GENERAL REGULATION OF THE ORGANIC LAW OF CUSTOMS.

Art. 1.-At the end of the First clause of the article 82, after the word: " ... international " the following phrase will be suppressed: " ... or the presentation of the specific corresponding guarantee. ".

Art. Join after the first clause of the article 82. The following clause:

" In case of particular vehicles of tourism, not subject to international agreements, the District of entry will demand, as guarantee of the customs tax debts, the Sworn Declaration of the Tourist, Proprietary of the Vehicle, recorded in the pre-established form, in which, the vehicle that enters the country, constitutes special and preferential guarantee in favor of the Ecuadorian Customs Corporation, as it is determined by the article 74 of the Organic Law of Customs. ".

Art. 5.-The Ecuadorian Customs Corporation, will elaborate the form, document in which there will be established the content of THE SWORN DECLARATION OF THE TOURIST, PROPIETARY OF THE VEHICLE.

Art. 6.-Of the execution of the present executive decree, which will enter force from its publication in the Official Record, take charge to the Ecuadorian Customs Corporation.

Que mediante Decreto Ejecutivo No. 726, publicado en el Registro Oficial No 158 de 7 de septiembre del 2000, se publica el Reglamento General a la Ley Orgánica de Aduanas:

Que los artículo 82 y 83 del Reglamento General a la Ley Orgánica de Aduanas, establecen que para el ingreso y salida de vehículos particulares de turistas se debe presentar a la Aduana de entrada, la libreta o carné de pase por Aduanas o presentación de garantía específica correspondiente, sin otorgar facilidades para que el propio vehículo particular de turistas, pueda constituirse en garantía prendaria especial y preferente a favor de la Corporación Aduanera Ecuatoriana;

Que el artículo 147 del Reglamento General a la Ley Orgánica de Aduanas, no establece que los vehículos particulares de turistas puedan constituirse, en garantía prendaria especial y preferente;

Que es necesario establecer los mecanismos idóneos para facilitar el ingreso de vehículos particulares de turismo, a fin de promover el turismo y dar cumplimiento con la política del Gobierno Nacional en esta materia; y,

En uso de las atribuciones que le confiere el numeral 5 del artículo 171 de la Constitución Política de la República,

Decreta:

REFORMAS AL REGLAMENTO GENERALA LA LEY ORGÿNICA DE ADUANAS.

Art. 1.- Al final del primer inciso del artículo 82, luego de la palabra:"... internacionales" colóquese punto y suprímase la siguiente frase: "... o la presentación de .la garantía específica correspondiente.".

Art. 2.- Agréguese después del primer inciso del artículo 82. el siguiente inciso:

"En el caso de los vehículos particulares de turismo, no sujetos a convenios internacionales, el Distrito de entrada exigirá, como garantía de las obligaciones tributarias aduaneras, la Declaración Juramentada de Turista Propietario del Vehículo, consignada en el formulario preestablecido, en el cual, el vehículo que ingrese constituye prenda especial y preferente a favor de la Corporación Aduanera Ecuatoriana, tal como lo determina el artículo 74 de la Ley Orgánica de Aduanas.".

Art. 3.--Sustitúyase el artículo 83, por el siguiente texto:

"Art. 83.- Salida de vehículos de turismo.- A la salida de los vehículos particulares de turismo, el Gerente del Distrito de salida, hará constar el hecho en la libreta o carné de pases por Aduana, o cancelará la garantía de prenda especial y preferente o la tarjeta de pase libre, según corresponda.".

Art. 4.- Incorpórese después del segundo inciso del artículo 147, el siguiente inciso:

"En el caso de ingreso, al territorio nacional de los vehículos particulares de turismo, el vehículo constituirá garantía de prenda especial y preferente a favor de la Corporación Aduanera Ecuatoriana.".

Art. 5.- La Corporación Aduanera Ecuatoriana, elaborará el formulario, documento en el cual se establecerá el contenido de LA DECLARACIÓN JURAMENTADA DE TURISTA PROPIETARIO DEL VEHÿCULO.

Art. 6.- De la ejecución del presente decreto ejecutivo, que entrará en vigencia a partir de su publicación en el Registro Oficial, encárguese a la Corporación Aduanera Ecuatoriana.

Dado en el Palacio Nacional, en Quito, a 13 de septiembre del 2004.

Federación Ecuatoriana de Motociclismo - Comisión de Moto Turismo

Con fecha 21 de Septiembre, se ha publicado en el Registro Oficial de la Republica de Ecuador, con el no. 158, el Decreto Ejecutivo no. 2082, mediante el cual el Presidente de la Republica decreta la modificación de los artículos 82 y 83 de la Ley Orgánica de Aduanas.

Esto significa que los turistas que ingresen al Ecuador en sus propios vehículos, automóviles o motocicletas, no tendrán que presentar Carnet de Aduanas ni Deposito para internacion temporal, sino que llenaran un formulario juramentado mediante el cual el propio vehículo constituye garantía de cumplimiento de que el mismo saldrá del país una vez que el turista haya completado su estadía en el Ecuador.

Esto facilitara considerablemente el ingreso de turistas y de deportistas al Ecuador, por via terrestre, marítima y aérea, con sus vehículos de turismo o competencia, lo que constituye un magnifico triunfo del sentido común, de la acción de la Comisión de Moto Turismo de la Federación Ecuatoriana de Motociclismo, de la comunidad motociclista ecuatoriana e internacional y del país en general, ya que este hecho demuestra como la presión ciudadana si puede ejercer influencia sobre los poderes del estado para cambiar leyes que no son eficientes ni justas.

Cabe destacar el decidido apoyo recibido por al Ministerio de Turismo, la Cámara de Turismo de Pichincha, CAPTUR y la Cancillería. Pero sobre todo, al grupo Ecuador Moto Turismo y a las comunidades internacionales de Horizons Unlimited, www.horizonsunlimited.com, Rutas y Motos, www.rutasymotos.com.ar y a todos y cada uno de los motociclistas del Ecuador y del mundo que escribieron sus mails de protesta a las autoridades del gobierno del Ecuador. No cabe menos que un agradecimiento as la Presidencia de la Republica, por sus sensibilidad ante la situación y su decidida acción de solución al problema.

Considerando:

Protesting against the current inconsistent, expensive, excessively complicated and difficult border entry procedure into Ecuador.

1. Incident

On Sunday May 2nd, once again, the infamous Customs Offices of the town of Huaquillas, in the main border between Peru and Ecuador, was the stage of a new embarrassment for Ecuadorians.

The Brazilian citizen, Eduardo Prata, a 50 year-old port engineer, coming from the city of Vitoria, state of Sacred Spirit, and manager of the Port of Vitoria, carrying out a trip dreamt of for a long time, of travelling to Alaska in North America, arrived at the Ecuadorian / Peruvian border town of Huaquillas - Agua Verdes. Mr. Prata, travelling on his Honda Shadow motorcycle, through Argentina, Paraguay, Bolivia, Chile and Peru, didn't have any problems - until he arrived at the Ecuadorian Customs office. At the Ecuadorian Customs office, he was told he was not allowed to continue with his trip because of the motorcycle.

The motorcycle is regularly registered in his country and state of origin, he has an international insurance covering all risks and the bike and rider are legally identified, however, all this was not enough for Mr. Prata to be admitted into the country like a normal tourist.

Mr. Prata had to wait until Monday for the customs office to open in order to attempt to clear the motorcycle into Ecuador.

On his behalf, Mr. Ricardo Rocco Paz, an Ecuadorian citizen, made several phone calls to the offices of the Ecuadorian Customs Corporation, C.A.E. in Huaquillas, and personally visited the Ministry of Tourism in the capitol city of Quito, (for the fourth time,) with a documentation portfolio on this topic.

However, the customs officers of Huaquillas adopted the Solomonic solution of giving Mr. Prata 96 hours to cross the country, by the Colombian border town of Tulcan.

Mr. Prata's "crime"? He wasn't carrying the infamous "Carnet de Passage" or "Libreta de Aduana", a document that is not required in any other country of the American continent, with the exception of Ecuador, and refusing to pay a deposit of US$5.000, for temporary importation of his motorcycle into Ecuador. They also charged him 25 dollars to assign him a customs officer like a custodian, to travel across country with him, practically as if he was detained. To avoid having to carry the customs officer on his motorcycle, Mr. Prata had to agree to give to the custodian his passport, to ensure that he would present himself at the border before the term of 96 hours, a highly illegal thing to do. Nobody has the right to take a passport away, unless the person is formally arrested.

This short time period prevented Eduardo Prata from enjoying visiting Ecuador, and prevented him from visiting the Galápagos Islands, and spending a significant amount of money to do so. He also could not accept the invitation from Ricardo Rocco Paz (delegate of the Motorcycling Touring Commission of Ecuadorian Motorcycle Federation,) to spend some a few days riding around Ecuador and carrying out tourist activities. Of course this caused significant financial loss to Ecuador, a country that is supposed to be promoting tourism as an increasing and highly beneficial economic activity.

2. Other Cases

Journalist Dan Walsh, of British nationality, travelling through the Americas on his BMW motorcycle, coming in from Colombia, had to wait 4 days in the city of Tulcán, so that they would allow him to enter the country with his motorcycle. (Mr. Walsh arrived on a Saturday to Tulcán coming from Bogotá.) Since the customs office is not open on weekends, an incomprehensible fact as it is the only border among the two countries in the Andes mountains, he had to wait until Monday to attempt to enter Ecuador, and it wasn't until Tuesday afternoon before they finally gave him a document authorizing him to enter the country with his motorcycle. It only allowed him to remain for 15 days.

In the beginning of 2003, a couple of French tourists, Didier and Suzanne Pascuet, and a couple of Brazilian tourists, Dolor and Angela da Silva, ran into exactly the same kind of luck that Mr. Prata did. The Brazilian tourist Joao da Lima, had to pay US$100 dollars so that they would allow him to enter the country, in April 2003. In the beach town of Salinas, Mister Lima had the opportunity to express a verbal complaint to Colonel Tapia, Ecuadorian Minister of Sports.

Mid 2003, saw a Brazilian family, 2 parents and 3 children travelling in their car, being rejected by Ecuadorian customs in the town of Huaquillas, for not having the Carnet de Aduana, proving that not only motorcyclists have this problem.

In May of the same year, the Argentinean tourist Enrique Martínez, a lawyer and former judge of the city of Mendoza, riding his Harley Davidson motorcycle, had the same problem, in spite of having a letter from the Ecuadorian consulate in Mendoza, where they indicated to him that he didn't need any additional document to enter the country with his bike. He also had another document from the Argentinean Auto Club, saying they do not provide this document any more. American, Chilean, Australian, Canadian, and Japanese tourists all have had the same bad experiences with Ecuadorian customs.

Is this going to keep happening?

3. Complaint

The Motorcycling Touring Commission of the Ecuadorian Motorcycle Federation, has presented near a dozen documented complaints of these cases of inefficiency, and until today, no authority has done anything to solve this serious problem.

Ecuadorian Customs Corporation CAE, Ministry of Tourism, National Secretary of Sports, Provincial Cameras of Tourism, Metropolitan Corporation of Tourism, Ministry of Finances and even the Presidency of the Republic, have received detailed information of this problem.

Nobody has done anything!

4. The solution

The definitive solution is that Congress modify Article Number 82 of the Customs Law, so that the entrance of vehicles belonging to tourists gets simplified, or that simply, the Temporary Internment Document No. 2, of Free Circulation and Exit would be extended to any nationality tourists and not only to neighbour country citizens. As their own Customs suggests is that the tourist's vehicle itself would constitute sufficient guarantee of accomplishment.

A temporary solution, is to apply what's stated in the article 15, incise first, of the Instructive for the Reception and Delivery of goods in Customs Operations, constant in the circular number GDAQ-0420-99, as well as in the International Convention for road circulation signed by Ecuador in Geneva on September 19, 1949 and the International Convention for customs facilities for tourism, given in New York, June 4, 1954.

This procedure is used in Quito's Airport Customs, where they do help tourists when they arrive with their bikes sent by air from Panama. And the same procedure is used in the border town of Macara, even if customs are closed weekends and holidays, demonstrating that good will prevails over foolish bureaucratic considerations.

Or simply, that the tourist's passport get stamped with the make and data of the motorcycles or vehicles, so that they have to leave the country with the same vehicle, a procedure that is used in the border of Tulcán, (although they only allow 15 days) as well as in many other countries of the Americas.

5. The suit

Ricardo Rocco Paz, as an Ecuadorian citizen, will, if necessary, sue the Ecuadorian Government in the Peoples Defense Court, for the damages and harm caused to the motorcycle tourists mentioned and also to allow a national law to contradict international conventions signed by Ecuador.

6. The Protest

The national and international motorcyclist community, will collaborate with this demand, writing protest mails to the appropriate people, institutions and press, beginning this way a permanent campaign of protest, until this serious problem is solved, by those who have the duty of doing it.

7. Statement of agreement with this protest

As a frequent motorcycle traveller, I may choose to visit the South American continent in the future, (or visit once again) and would regret being forced to bypass Ecuador due to this unnecessary and wasteful requirement for a Carnet de Passage, a very expensive document to obtain. A simple stamp in my passport stating that I entered with the motorcycle, and requiring that the motorcycle is also stamped out when I leave, is sufficient. Any of the solutions presented in "4. The Solution", above, would be a great improvement over the current unreasonable inconsistencies in Customs clearance procedures.

I (your name will go here when you fill in the form), member of the International Community of Motorcyclists, formally protest the laws and regulations that currently discriminate openly against our group at the Ecuadorian borders, preventing us from entering Ecuador with our motorcycles like any other country. We will maintain this protest until we receive the news that concrete actions have been initiated to correct the situation.

We are no longer sending in the protest form, because we won!

1. EL CASO

El Domingo 2 de Mayo pasado, una vez mas, la infame aduana de Huaquillas, en la frontera entre Perú y Ecuador, fue protagonista de un nuevo hecho bochornoso para los ecuatorianos.

El ciudadano brasileño, Eduardo Prata, un ingeniero portuario de 50 años de edad, proveniente de la ciudad de Vitoria, estado de Espíritu Santo, gerente del Puerto de la mencionada ciudad, realizando un viaje soñado por mucho tiempo, con destino a Alaska en norte América, llego a la frontera peruano ecuatoriana de Huaquillas – Aguas Verdes. El Sr. Prata no tuvo inconveniente alguno hasta llegar al Ecuador, viajando en su motocicleta marca Honda Shadow, a través de Argentina, Paraguay, Bolivia, Chile y Perú. Abandono normalmente el territorio peruano, entro al Ecuador y no fue permitido de continuar normalmente con su viaje, por el solo pecado o crimen, de viajar en su propio vehículo.

La motocicleta esta regularmente registrada en su país y estado de origen, tiene un seguro internacional contra todo riesgo y esta legalmente identificada, sin embargo, todo esto no fue suficiente para que el Sr. Prata sea admitido a nuestro país como un turista normal. Después de tener que esperar a que el día Lunes le atiendan en la aduana,

después de que yo personalmente realice varias llamadas telefónicas a las oficinas de la C.A.E. en Huaquillas, después de que me presenté personalmente en el Ministerio de Turismo en la ciudad de Quito por cuarta ocasión, con una carpeta de documentación sobre este tema, intentado prevenir que el mencionado turista tenga mas inconvenientes, la aduana de Huaquillas adopto la salomónica solución de darle al Sr. Prata 96 horas para salir del país, por la frontera de Tulcán. ¿EL “DELITO‿ DEL SR. PRATA? NO TENER EL INFAME CARNET DE ADUANA, DOCUMENTO QUE NO EXIGE NINGÚN PAÿS DE AMÉRICA, A EXCEPCIÓN DEL ECUADOR, Y EL NEGARSE A PAGAR UN DEPOSITO DE US$5.000, COMO DEPOSITO PARA INTERNACIÓN TEMPORAL DE SU MOTO A ECUADOR. Le cobraron además 25 dólares por asignarle un policía aduanero como custodio, para que viaje con el, prácticamente como si estuviera detenido. Por ultimo, y para evitar tener que cargar al custodio en su moto, el Sr. Prata tuvo que entregarle su pasaporte a este policía aduanero, como “prenda para que se asegure de que el turista se presente en la frontera antes de las 96 horas de plazo.

Esto evito que Eduardo Prata disfrute de unos días conociendo el Ecuador, no permitió realizar su plan de conocer las Islas Galápagos y no pudo aceptar la invitación que le hice, como delegado de la Comisión de Moto Turismo de la Federación Ecuatoriana De Motociclismo, para pasar unos días en Quito, Cuenca y la Costa, realizando actividades turísticas devolviéndole la hospitalidad que el me demostró en demasía cuando yo estuve en su ciudad.

Bienvenido al Ecuador, señor turista Eduardo Prata!!!

2. OTROS CASOS

El periodista Dan Walsh, de nacionalidad Británica, viajando por las Américas en su moto BMW, tuvo que esperar 4 días en la ciudad de Tulcán para que le permitan ingresar al país con su motocicleta, El Sr. Walsh llego un día Sábado a Tulcán procedente de Bogota. Ya que la aduana no atiende los fines de semana, hecho incomprensible en el único paso fronterizo en los Andes, entre los dos países, tuvo que esperar a que le atiendan en la aduana el día lunes y recién el martes por la tarde le entregaron un documento, autorizándole a que la motocicleta permanezca en el país por 15 días. Que eficiencia!!!

A mediados del año 2003, a familia Brasileña Diaz Licheski, compuesta por padre, madre y tres hijos menores, realizando un recorrido turístico por América del Sur en su automóvil, vio frustrado su viaje en Ecuador, al no permitírsele ingresar a territorio ecuatoriano por no tener el fatídico Carné de Paso por Aduana. Debieron abandonar el país y dirigirse de nuevo al Perú, con mucho disgusto y enojo. El hecho fue reportado por varios medios de prensa sin que ninguna autoridad tome cartas en el asunto.

A principios del año 2003, una pareja de turistas franceses, Didier y Suzanne Pascuet, y una pareja de turistas brasileños, Dolor y Angela da Silva, corrieron la misma suerte que el Sr. Prata y fueron “custodiados‿ con sus motocicletas, esta vez seguidos por personal de la Policía Aduanera en un jeep, (gastos pagados por los turistas) a través de territorio ecuatoriano hasta la frontera con Colombia. Bienvenidos al país, pero lárguense rápido!!

El turista brasileño Joao da Lima, tuvo que pagar 100 dolares para que le dejen entrar al pais, con ocasión del evento Salinas Bikers Weekend, en el mes de Abril del año 2003. En Salinas, en señor da Lima, tuvo oportunidad de presentarle una denuncia verbal al coronel Tapia, Ministro de Deportes.

En mayo del mismo año, el turista argentino Enrique Martínez, un abogado y ex juez de la ciudad de Mendoza, en su moto Harley Davidson, tuvo el mismo problema, a pesar de tener una carta del consulado ecuatoriano en Mendoza, donde le indicaban que no necesitaba de ningún documento adicional para ingresar al país con su moto.

Turistas norteamericanos, chilenos, australianos, canadienses, japoneses, han tenido las mismas malas experiencias con nuestras aduanas ecuatorianas.

3. DENUNCIAS

La Comisión de Moto Turismo de la Federación Ecuatoriana de Motociclismo, a presentado cerca de una docena de denuncias de estos casos de ineficiencia, corrupción y mala voluntad para con turistas internacionales, sin que hasta el momento, nadie haga nada para solucionar este grave problema.

Corporación Aduanera Ecuatoriana, Ministerio de Turismo, Secretaria Nacional de Deportes, Cámaras Provinciales de Turismo, Corporación Metropolitana de Turismo, Ministerio de Finanzas y hasta la Presidencia de la Republica, han recibido información detallada de este problema.

NADIE HA HECHO NADA!!!

4. LA SOLUCION

La solución definitiva es que se modifiquen de el articulo 82 de la ley de aduanas, para que se simplifique el ingreso de vehículos pertenecientes a turistas, o que simplemente, se les extienda el Documento Unció de Internación Temporal no. 2, de Libre Circulación y Salida, que se extiende cuando ingresan vehículos peruanos al territorio ecuatoriano. Lo que la propia Aduana sugiere, es que el mismo vehículo del turista, constituya prenda de garantía.

Una solución temporal, es que se aplique lo establecido en el articulo 15 inciso primero, del Instructivo para la Recepción y Entrega de mercancías en Operaciones Aduaneras, constante en el oficio circular no. GDAQ-0420-99, así como la Convención sobre circulación por carretera dado en Ginebra el 19 de septiembre de 1949 y la convención sobre facilidades aduaneras para el turismo, dado en Nueva York, el 4 de Junio de 1954. ESTE PROCEDIMIENTO SE UTILIZA EN LAS ADUANAS DEL AEROPUERTO DE QUITO., DONDE SI SE AYUDA AL TURISTA, CUANDO ESTE ENVÿA SU MOTO POR AVIÓN DESDE PANAMÿ. Y EL MISMO PROCEDIMIENTO SE UTILIZA EN LA FRONTERA DE MACARA, DEMOSTRANDO QUE LA BUENA VOLUNTAD PRIMA SOBRE CONSIDERACIONES BUROCRATICAS.

O que simplemente, se estampe en el pasaporte del turista la marca y datos de la motocicletas o vehículo para que este deba salir del país en el mismo, procedimiento que se utiliza en la frontera de Tulcán, aunque solo le dan 15 días al turista para que permanezca en el pías.

5. LA DEMANDA

Ricardo Rocco Paz, como ciudadano particular, demandara si es necesario, al estado ecuatoriano en la Defensoría del Pueblo, por los daños y perjuicios causados a los moto y auto turistas antes mencionados y además por permitir que una ley nacional contradiga convenciones internacionales firmadas por el Ecuador. Además, me pregunto si dentro de las ultimas negociaciones entre la Comunidad Andina y el MERCOSUR, no habaran nuevas regulaciones para el tema de la circulación de vehículos con fines turísticos.

6. COLABORACIÓN

La comunidad motociclista nacional e internacional, colaborara con esta demanda, escribiendo mails de protesta a las siguientes personas, instituciones y medios de prensa, iniciando así una campaña permanente de protesta, hasta que este grave problema sea solucionado, por los que tiene la obligación de hacerlo:

7. Protest

Yo (nombre y apellido), miembro de la comunidad internacional de motociclistas, protesto formalmente ante usted por no hacer nada para terminar con las leyes y reglamentaciones que discriminan abiertamente a nuestro sector en las fronteras ecuatorianas, impidiéndonos ingresar con nuestras motos a Ecuador, como a cualquier otro país. Así también le informamos que mantendremos esta actitud permanente por tiempo indeterminado hasta recibir noticias de que ha iniciado acciones concretas para terminar con la situación.
